Constitution Proposal (Sub Section 9.1.4: Qualification for taking the exam) edition 2




(A)
Each authority to host a "Qualification for Practice in Specialized Professions or as Technicians Exam” can set minimum Experience, Education, Training, Age requirement to be qualify for taking any "Qualification for Practice in Specialized Professions or as Technicians Exam” exam sub sub category with such authority, but the requirement to take a

1. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate", with such authority should not be higher than

2. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" which should not be higher than

3. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate", which should not be higher than

4. "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate", which should not be higher than

5. "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate", which should not be higher than

6. "Republic of Australia Approved Level One Specialist Public Functionaries Certificate"

(B)
The minimum ages requirement to take a

1. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate", and a

2. "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate", 

With any authority, should not be less than twenty and should not be more than twenty-five.

Each State and Senior District, must host such exam at least once per two years.

(C)
The minimum ages requirement to take a

1. "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" and a

2. "Republic of Australia Approved Level One Specialist Public Functionaries Certificate"

With any authority, should not be less than twenty-five and should not be more than thirty

The Human Resource Senior Committee should hold "Republic of Australia Approved Level One Specialist Public Functionaries Certificate" at least once per three years and

The Ministry of Human Resource of the House of Administration of the Republic Government should hold "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" at least once per three years

(D)
The minimum ages requirement to take a

1. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" and a

2. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate"

With any authority, should not be less than sixteen and should not be more than twenty

Each Province and State District should host such exam at least once per year.

(E)
Subject to above,

1. Those who hold a "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" for over one year, qualify to take "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam

2. Those who hold a "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" for over two years, qualify to take "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

3. Those who hold a "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" for over two years, qualify to take "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate" exam

4. Those who hold a "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate" for over three years, qualify to take "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" exam


5. Those who hold a "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" for over three years, qualify to take "Republic of Australia Approved Level One Specialist Public Functionaries Certificate" exam
Recommendation (This is not part of the constitution proposal, which is why it is written in a different color)

Recommendation

1.  Minimum requirement to take a “Republic of Australia Approved Level One Specialist Public Functionaries Certificate" exam 

a. PhD standard via education, experience and/or training + additional 5 years experiences 

or

b. Hold "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate"

2.  Minimum requirement to take a "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" exam 

PhD standard via education, experience and/or training

or

b. Hold "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate"

3. Minimum requirement to take a "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate" exam

Master Degree standard via education experience and/or training

or

b. Hold "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate"

4. Minimum requirement to take a "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

Bachelor Degree standard via education, experience and/or training

or

b. Hold "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate"

5.  Minimum requirement to take a "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam

Associate Degree or Advance Diploma standard via education, experience and/or training

or

b. Hold "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate"

6.  Minimum requirement to take a "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

Diploma standard via education, experience and/or training

Recommendation

Within the examination system set the following number of years to equal to the following qualification in Australia adult education system:

1 years experience = Certificate one
3 years experience = Certificate two
5 years experience = Certificate three
8 years experience = Certificate four
10 years experience = Diploma
15 years experience = Advance Diploma/Associate Degree
20 years experience = Bachelor Degree
23 years experience = Bachelor Degree with Honors
25 years experience = Master Degree
30 years experience = PhD
