Constitution Proposal (Sub Section: 9.1.3 Examination Authority)



(A) The authority to set and host

1. "Republic of Australia Approved Level One Specialist Public Functionaries Certificate" exam

2. "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" exam

3. "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate" exam

4. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

5. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

6. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

Is vast upon the Human Resource Senior Committee of the Republic

(B)
The Human Resource Senior Committee of the Republic should authorize the Ministry of Human Resource of the House of Administration of the Republic to set and host

1. "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" exam

2. "Republic of Australia Approved Level Three Public Functionaries Certificate" exam

3. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

4. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

5. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude

1. Defense specialist profession and technician exam and
2. Judicatory and House of Human Resource specialist profession and technician exam

(C)
The Human Resource Senior Committee of the Republic should authorize the Ministry of Human Resource of all States and Senior Districts of the Republic to set and host

1. "Republic of Australia Approved Level Three Public Functionaries Certificate" exam

2. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

3. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

4. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude

1. Defense specialist profession and technician exam and
2. Judicatory and House of Human Resource specialist profession and technician exam

(D)
The Human Resource Senior Committee of the Republic should authorize all Provinces and State Districts to set and host

1. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

2. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude

1. Defense specialist profession and technician exam and
2. Judicatory and House of Human Resource specialist profession and technician exam
  
(E)
The Ministry of Defense of the Republic should have an Administration Committee known as the Defense Official and Personnel Accreditation Committee and the Secretary Armed Forces Council of the Republic should have an Armed Forces Committee known as Defense Official and Personnel Accreditation Secretary Committee and such Defense Official and Personnel Accreditation Committee should upon the advice of such Defense Official and Personnel Accreditation Secretary Committee, be authorized by the Human Resource Senior Committee of the Republic to set and host

1. "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" exam

2. "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate" exam

3. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

4. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

5. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude

1. Civil servant specialist profession and technician exam and
2. Judicatory and House of Human Resource specialist profession and technician exam

(G)
Each Department of the Ministry of Defense of the Republic should have an Administration Sub Committee known as the Defense Official and Personnel Accreditation Sub Committee and each of such Administration Sub Committee should have a corresponding Armed Forces Sub Committee within the Secretary Armed Forces Council and such Defense Official and Personnel Accreditation Sub Committee should upon the advice of its corresponding Armed Forces Sub Committee from the Secretary Armed Forces Council, be authorized by the Human Resource Senior Committee of the Republic to set and host

1. "Republic of Australia Approved Level Three Public Functionaries Certificate" exam

2. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

3. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

4. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

For an Armed Force of the Republic, but exclude

1. Civil servant specialist profession and technician exam and
2. Judicatory and House of Human Resource specialist profession and technician exam

(H)
Such exam hosted by the

1.     Ministry of Human Resource of the House of Administration of the Republic,
2.     District Government,
3.     State Government
4.     Province Government,
5.     Defense Official and Personnel Accreditation Committee or
6.     Defense Official and Personnel Accreditation Sub Committee


in accordance to this Sub Section of this constitution, should be conducted under the supervision of the Human Resource Senior Committee of the Republic, to ensure the exam setting and hosting, is in compliance with the legislation and constitution of the Republic, if the Human Resource Senior Committee of the Republic believe the setting or hosting fail to be in compliance with the constitution or legislation of the Republic, it should inform the judicatory branch of the Republic, for the Republic High Court to make a decision. 
This is not part of this constitution proposal, which is why it is written in a different color.

Civil Servant examination process, is currently the standard way most democratic countries to employ government officials, even in modern military, despite the military train their own soldiers, for example, in Special Forces training school, cadets still need to pass various exam and assessment throughout the period of their training.

The most conventional way to employ people have been through education and experience. However, this is not the most effective, to ensure the most competent person for the job, sometime, not even enough to ensure competent.

For example, with experience, despite “practice make perfect”, some people can be proficient in a task, after only practicing for three times, other practice for ten times and still not proficient in it.

In terms of education, different education institution got different standard, for example, in Sydney University, students are required to seek out sources beyond what is taught within the class, to get a grade beyond Credit. Within Macquarie University, going beyond what is taught within the class, is require just to get a grade beyond pass. In University of Technology Sydney, going beyond sources been taught in the class is not necessary, to get any grade. In addition, even within the same university, different professors, can still have some difference in their marking standard. In addition, some people don’t have the street smarts to actually well implement what they learn in school, into the work force.

Also, there are certain things you cannot learn via experience, but can only learn via training and research. On the other hand, there are things you cannot learn via training or research, but can only learn via experience.

As a result, civil servant examination has been proven to be the most effective way to prove a person is right for the job, where all potential qualified candidates, take a same exam (or with organization such as FBI, that train their own agents, but the agents still need to pass all assessments and exams set out by the FBI training academy) Most modern democratic nations, including the US, use this system for the appointment of Federal civil servants.


Civil servant examination system also increases the chance of fair employment and decrease the chance of issues such as discrimination and corruption (e.g. if the employer doesn’t say it, who will know the reason you didn’t get hire is because you are black or the reason the other girl gets the promotion, is because she is having sex with the boss?)
