Constitution Proposal (Sub Section 9.1.5: Reference) Edition 2



(A)
In regards to what not to do, this chapter of this constitution, observe the problem of the Vatican City Empire (Dark Ages Europe, Middle Age Europe, Medieval Europe), in accordance to Chapter eight, section 8.4 of this constitution.

(B)
In regards to what to do, this chapter of this constitution is created in reference to the civil servant examination system of the Republic of China (Taiwan), United States of America and United Kingdom when this Chapter was been made. It is also created in reference to the civil servant examination system of the Ming Empire and the Song Empire and what make these dynasties successful, which father all modern civil servant examination system, including the United States and United Kingdom civil servant exam.

(C)
The father of the civil servant examination system is Emperor Wen of Sui Empire (Northern China and Eastern China 581AD~618AD) to ensure all people both peasants and noble have an equal opportunity to be noticed and promote to become senior government officials, by competing as equals through examinations. The system become the primary method in regards to the choosing of civil servant and military officers, by the era of female Emperor, Empress Wu Zetian of the Tang Empire (Northern China, Eastern China and Vietnam 618AC~907AC) to decrease the great influence of the royals and increase the influence of the competent, regardless of born as a royal or peasant, which later led to many Asian nations establishing the civil servant examination system and by the Age of Enlightenment started influencing the west, leading to western nations, including the United States, United Kingdom and France to also established the civil servant examination system, to decrease civil servant corruption and decrease the influence of the nobles and increase the influence of the competent and remain in use till date and later the British introduce the civil servant examination system, to India, despite, by the era of the Qing Empire (China, Manchuria, Taiwan, Hainan Island, Mongolia, Tibet, Xian Jiang and Eastern Russia 1644~1912) the civil servant examination system in Asia is just for show, to create an illusion that Manchurians and none Manchurians have equal opportunity in becoming any government officials, despite in reality, Manchurians control over half of the government and holding all critical posts, despite Manchurians make up less than ten percent of the population. By 19th century British try reintroduce civil servant examination system, back to the Manchurians to replace the just for show, civil servant examination system that the Manchurians put in place throughout Asia. British that was appointed by the Qing Empire, successfully reform the corruption within Qing Empire custom service and boarder control, by successfully reestablish the civil service examination system to become the norm in employment and promotion. However, British that was been employ to the Qing Empire navy to reform its navy, was been sideline by the Qing government, when they try to reestablish the civil servant examination system, as the prime method of choosing and promoting naval officers, due to the Manchurian fear those who are most competent are not loyal to the Manchurian royal family. After the overthrowing of the Qing Empire, the newly formed Republic government, reestablished civil servant examination system to be the norm in employment and promotion of government officials, by referencing the civil servant examination system of the pre Qing Empire dynasties. 

(D)
The symbol of the House of Human Resource, is an image of Chinese Emperor Wen of Sui, who invented the civil service examination system, with an emu standing to his left and a kangaroo standing to his right, as his honor guards.

(E)
The symbol of the Human Resource Senior Committee of the Republic is a the Empress Wu Zetian武則天 who make the civil service examination system the primary way of choosing all government officials, setting the tone of the standard way of many modern western and none western nations in regards to how none elected and none cabinet member government officials are been chosen, with an emu standing to her left and an emu standing to her right, as her honor guards.

(G)
The symbol of the Officials and General Personnel of the Republic Government and Local Governments of the Republic should be an image of Voltaire the father of Age of Enlightenment and François Quesnay the father of separating church and education. With an emu standing to their left and a kangaroo standing to their right, as their honor guards.

"Republic of Australia Approved Level One Specialist Public Functionaries Certificate" examination is created in reference to the 殿試 of the Ming Empire

"Republic of Australia Approved Level Two Specialist Public Functionaries Certificate" examination is created in reference to the 高考一級 of the Republic of China (Taiwan) and 會試 of the Ming Empire

"Republic of Australia Approved Level Three Specialist Public Functionaries Certificate" examination is created in reference to the 高考二級 of the Republic of China (Taiwan) and 鄉試 of the Ming Empire

"Republic of Australia Approved Level Four Public Functionaries Certificate" examination is created in reference to the 高考三級 of the Republic of China (Taiwan) and 院試 of the Ming Empire

"Republic of Australia Approved Para- Specialist Public Functionaries Certificate One" examination is created in reference to the 普考 of the Republic of China (Taiwan) and 府試 of the Ming Empire

"Republic of Australia Approved Para-Specialist Public Functionaries Certificate Two" examination is created in reference to the of the 初考 of the Republic of China (Taiwan) and 縣試 of the Ming Empire.
