the choosing of civil servant and military officers, by the era of female
Emperor, Empress Wu Zetian of the Tang Empire (Northern China, Eastern China
and Vietnam 618AC~907AC) to decrease the great influence of the royals and
increase the influence of the competent, regardless of born as a royal or
peasant, which later led to many Asian nations establishing the civil servant
examination system and by the Age of Enlightenment started influencing the
west, leading to western nations, including the United States, United Kingdom
and France to also established the civil servant examination system, to
decrease civil servant corruption and decrease the influence of the nobles and
increase the influence of the competent and remain in use till date and later
the British introduce the civil servant examination system, to India, despite,
by the era of the Qing Empire (China, Manchuria, Taiwan, Hainan Island,
Mongolia, Tibet, Xian Jiang and Eastern Russia 1644~1912) the civil servant
examination system in Asia is just for show, to create an illusion that

After the overthrowing of the Qing Empire, the newly formed Republic government, reestablished civil servant examination system to be the norm in employment and promotion of government officials, by referencing the civil servant examination system of the pre Qing Empire dynasties.

Chinese Emperor Wen of Sui, who invented the civil service examination system, with
an emu standing to his left and a kangaroo standing to his right, as his honor
guards.
