Constitution Proposal (Sub Section 9.1.2 Examination Process) Edition 2


(A) The qualifications for

1. "Republic of Australia Approved Level One Specialist Public Functionaries Certificate"

2. "Republic of Australia Approved Level Two Specialist Public Functionaries Certificate"

3. "Republic of Australia Approved Level Three Specialist Public Functionaries Certificate"

4. "Republic of Australia Approved Level Four Specialist Public Functionaries Certificate"

5. "Republic of Australia Approved Level One Para-Specialist Public Functionaries Certificate" and

6. "Republic of Australia Approved Level Two Para-Specialist Public Functionaries Certificate"

Shall be determined and registered through examination in accordance to the legislation and this constitution, including

1. "Qualification for Appointment as Public Functionaries Exam" and
2. "Qualification for Practice in Specialist Professional and Technicians Exam"

(B)
In regards to the "Qualification for Appointment as Public Functionaries Exam” the exam should include

1. Testing the exam taker's level of approval of

a. modern western values, over traditional western values
b. modern western value, over Bible values,
c. a set of philosophy that father modern western value, over traditional western value
d. a set of philosophy that father modern western value, over Bible value

when there are contradictions between the two, with approval of modern western value and approval of such philosophy that father modern western value as the correct answer, to prevent Officials and General Personnel for misusing his power or for conducting discrimination or unfair treatments or been prejudice towards people simply for

a. not been white or
b. not been a Christian or
c. violating the teaching of the bible or
d. for been white woman who is romantically involve with a man who is not white or is not a Christian

Especially in relationship to

a. Jews,
b. Muslims,
c. Atheist,
d. Unwed Mothers,
e. Homosexuals,
g. Evolutionists,
h. Blacks
i. Aboriginal Australians,
j. Women who have pre-marital sex

and

a. preventing Officials and General Personnel to protect Christian men who abuse their spouse or abuse women who he forces to be his spouse against her will, due to the bible approval of such behavior from Christians

b. preventing Officials and General Personnel protecting men who kidnap women and force her to be his spouse against her will, due to the bible approval of such behavior from Christians. 

c. preventing Officials and General Personnel protecting Christians who murder none Christians, women who have pre-marital sex, educated, homosexuals and people who refuse to obey Christian priests, in accordance to such teaching of the bible.
 
Candidate taking the exam should be tested on at least two of the eight ideologies that fathered modern western value, within the proportion of the exam where they need to demonstrate approval of a set of ideology that father modern western value, over traditional western value and approval of a set of ideology that father modern western value over Bible value. 

The exam taker must pick at least one of these four ideologies to be tested on include

a. The ideology of Voltaire, from France, the father of age of enlightenment
b. The ideology of Francis Quesnay from France, the father of separating Church and Education.
c. "The Analects of Confucius" from ancient China
d. “The Moral of Confucius” by Benjamin Franklin

Exam taker should pick another one of the four ideologies that father modern western value to be tested on including

a. Christian Wolff ideology from Germany
b. Gottfried Wilhelm Leibniz ideology from Germany
c. Ralph Waldo Emerson ideology from America
d. Immanuel Kant ideology from Germany

2. An IQ test

3. An EQ test.

4. Testing the English skills of the candidates, including, reading, writing, speaking and listening

5. An understanding of the constitution of the Republic

6. Addition bonus score should be awarded to candidates who demonstrate been able to communicate in a selected list of languages, other than English, until the legislation provides otherwise, such languages should be

a. Listening, Speaking, Reading and Writing in Arabic
b. Listening, Speaking, Reading and Writing in French
c. Listening, Speaking, Reading and Writing in German
d. Listening, Speaking, Reading and Writing in Hindi,
e. Listening, Speaking, Reading and Writing in Indonesian
g. Listening, Speaking, Reading and Writing in Japanese,
h. Listening, Speaking, Reading and Writing in Korean,
i. Listening, Speaking, Reading and Writing in People Republic of China Mandarin and
j. Listening, Speaking, Reading and Writing in Republic of China (Taiwan) Mandarin

7. Addition bonus score should be awarded to candidate who demonstrate been of approval of

a. modern western value over Mao Zedong ideology and
b. a set of ideology that father modern western value over Mao Zedong ideology

When there is contradiction between the two

Mao Zedong ideology and the Culture Revolution Ideology of Mao Zedong share much in common with traditional western value, but share no root or similarity to traditional Eastern value or modern western value. Modern western value shares no root or similarity to traditional western value.

(C) This constitution defines the modern western value to be

1. Subject to not causing harm to

a. international peace, freedom, liberty, prosperity, harmony, body or property
b. the Republic or its peace, freedom, liberty, prosperity, harmony, body or property
c. the society or its peace, freedom, liberty, prosperity, harmony, body or property
d. people or their peace, freedom, liberty, prosperity, harmony, body or property
e. animals or their peace, freedom, liberty, prosperity, harmony, body or property

And subjecting to having perform his civil duty to help maintain the necessary level of peace and harmony, a person got the right of having peace, freedom, liberty, prosperity, harmony and properties and got the right not have them self and their peace, freedom, liberty, prosperity, harmony, body and properties been harmed.

2. Partly, influence by the Confucius concept in regards to liberty and freedom that says a person got the right to do anything he wants, if he cause no harm to peace and harmony, even if it is to act immoral and no person got the right to even enforce a moral value upon another, if he cause no disturbance to peace and harmony, but can at most try persuade them to morality, "This is my religion", "This is my culture” “acting according to a set of moral value of a religion” is neither a justifiable reason nor excuse for a person to conduct any action that cause harm to peace and harmony, nor is it a justifiable excuse for a person to neglect his civic duty to help maintain the necessary level of peace and harmony, not even if

1.    Such religion is Christianity
2.    Such religion doctrine is that of Christianity, not even if such doctrine is the bible
3.    Such moral value is that of a religion or the doctrine of a religion, not even if such religion is Christianity and such doctrine is the bible
4.    Such culture is of Christian culture

Not even if it is to enforce the Christian value of killing gays and unwed none virgins or forcing women to marry and submit to their rapists, after the rapists pay her father forty pieces of silver.

But if it causes no harm to

a. international peace, freedom, liberty, prosperity, harmony, body or property
b. the Republic or its peace, freedom, liberty, prosperity, harmony, body and property
c. the society or its peace, freedom, liberty, prosperity, harmony, body and property
d. people or their peace, freedom, liberty, prosperity, harmony, body and property
e. animals or their peace, freedom, liberty, prosperity, harmony, body and property

nor does it lead a person to neglect his civic duty to help maintain the necessary level of peace and harmony, "This is my religion", "This is my culture" and “acting in accordance to the morality value of a religion”, is an excuse for a person to do anything, even if it is to be a sinner in relationship to the doctrine of Christianity or to be immoral, in accordance to the moral value of Christianity, even if it is to practice gay sex, be an unwed women that is not a virgin, refusing to marry or submit to her rapist and to worship none Christian gods.

3. The concept of been of "same race", "same culture", "same heritage", "same skin color" or "same religion" make a person one of our own, regardless of circumstances and been of "different race", "different culture", "different heritage", "different skin color" or "different religion" make a person not one of our own, regardless of circumstances, is a theory that is completely wrong.

(C) This constitution define traditional western value to be ideology that origin from the Vatican City Empire Europe and the Christian bible and define the Inquisition from Europe, the Spanish Inquisition from Spain, the KKK from America, the Nazi Party from Germany, the mass murder of Jews by Nazi Germany, Nazi concentration camp, the White Supremacy Party and Apartheid from South Africa, the Catholic Church Home for Unwed Mother from Ireland, the Salem witch trial from America, the anti-gay protest of Westboro Baptist church of America, the believe of "a husband is a master and a wife is a slave" and the endorsement of abuse towards women of the bible, the Stolen Generation from Australia, the White Australian Policy from Australia and Adolf Hitler from Germany to be symbol of traditional western value.

(D) In regards to the "Qualification for Practice in Specialist Professional and Technicians Exam" the exam should be split into three categories including

1. Civil Servant Specialist Professional and Technicians exam
2. Defense Specialist Professional and Technicians exam and 
3. Judicatory and House of Human Resource Specialist Professional and Technicians exam    
  
(E)
Civil Servant Specialist Professional and Technicians exam should be split into three sub categories including

a. administration specialist and technician exam
b. science and engineer specialist and technician exam and
c. business specialist and technician exam

each of the three sub categories of exams, is split into multiple sub sub categories depending on the need of the House of Administration of the Republic Government and Local Governments of the Republic.

(G)
The defense specialist profession and technician exam should again be split into three sub categories including

a. Air Defense Knight Officer and Warrant Officer exam
b. Sea Defense Knight Officer and Warrant Officer exam and
c. Ground Defense Knight Officer and Warrant Officer exam

Each of the three sub categories is split into multiple sub sub categories depends on the need of each Armed Force

(H)
Judicatory and House of Human Resource specialist profession and technician exam should again be split into four sub categories including

a. Government Monitoring Division exam
b. Human Resource Division exam
c. Judicatory exam and
d. Government Auditing exam

Each of the four sub categories is split into multiple sub sub categories depends on the need of the Judicatory branch of the Republic, Divisions and the Ministry of Government Auditing of the Republic Government

(I)
The person taking the test should pick at least one, sub sub category to be tested on while taking a "Qualification for Practice in Specialist Professional and Technicians Exam"

The exam includes two sections including

1. A test that test the exam taker as a specialized profession or technician in a field and

2. the legal knowledge a person needs to know, to function as an employee of the Republic Government or Local Government of the Republic in a field, relevant to such specialized profession or technician


This is not part of the constitution proposal, which is why it is written in another color.
