Section 4.2: House of Armed Forces

(A)
The symbol of the Secretary Armed Forces Council should be an image of Emperor Napoleon

(B)
The House of Armed Forces consist of the Prime Minister, the Minister of State, the Deputy Minister of State, the Minister appointed to administer the Ministry of Defense, the Secretary Armed Forces Council, the Armed Forces of the Republic, the office of Military Legal Prosecution and the Military Court.

(C)
The officer appointed to administer the Ministry of Defense is the Deputy Commander in Chief of the Armed Forces of the Republic.

(D)
The Secretary Armed Forces Council is headed by the Secretary of Armed Forces, follow by the Deputy Secretary of Armed Forces

(E)
The Secretary of Armed Forces is the Head of the Armed Forces of the Republic, but got no operation command, he is the principle military adviser to the Prime Minister

The Deputy Secretary of Armed Forces is the Deputy Head of the Armed Forces of the Republic, but got no operation command, he is the secondary military adviser to the Prime Minister

(E)
The Deputy Secretary of Armed Force serve the duty of the Secretary of Armed Forces, while the Secretary of Armed Forces is absent or the position is vacant. All members of the Secretary Armed Forces Council is by this constitution military advisers and may respond to a request or voluntarily submit through the Secretary of Armed Force, advice or opinion to the Prime Minister, the Minister administering the Ministry of Defense or the Republic Security Council.

(G)
Each Armed Force of the Republic can have a secondary Armed Force subject to it.

The Armed Forces of the Republic should compose of the Australian National Army, an Australian National Navy, an Australian National Air Force and the Australian Military Police 憲兵

Subject to that the Australian National Air Force can have an Australian Para Trooper Corps subject to it and the Australian National Navy can have an Australian Marine Corps subject to it.

(H)
For each Armed Force and Secondary Armed Force of the Republic there should be a Secretary to assist the Commander in Chief, Such secretary is the head of such Armed Force or Secondary Armed Force of the Republic, but got no operation command, such secretary is a member of the Secretary Armed Forces Council of the Republic.

(I)
The head of the Military Legal Prosecution is appointed by the Prime Minister and serve a term that expire upon the pleasure of the Prime Minister, but such head of the Military Legal Prosecution got no operation authority, he should be a member of the Military Legal Prosecution

The head of the Military Court is appointed by the Prime Minister and serve a term that expire upon the pleasure of the Prime Minister, but got no operation authority, he should be a member of the Military Court.

(J)
The Armed Force of each local government of the Republic should be a part of an Armed Force or Secondary Armed Force of the Republic.

(K)
The Secretary of Armed Forces or the Deputy Secretary of Armed Forces, if the Secretary of Armed Forces is absent, set the agenda and preside over the meeting of the Secretary Armed Forces Council. Responsibility as member of the Secretary Armed Forces Council takes precedence over duties as the Secretary of an Armed Force.

(L)
Members of the Secretary Armed Forces Council have no executive authority to command combatant forces; such authority belong to the Commander in Chief.

(M)
The constitution assigns all Armed Forces of the Republic to combatant commands except those assigned to carry out mission of services, including recruit, organize, supply, equip, train, service, mobilize, demobilize, administer and maintain their respective forces. The Secretary Armed Forces Council of the Republic can have various Armed Forces Committee and Armed Forces Sub Committee to help achieve those goals, the head of each Armed Forces Committee and each Armed Forces Sub Committee is a member of the Armed Forces of the Republic.

(N)
Each Armed Force of the Republic should correspond to a Department of the Ministry of Defense and each Department of the Ministry of Defense should correspond to an Armed Force of the Republic.

Each Secondary Armed Force of the Republic should correspond to a Sub Department of the Ministry of Defense and each Sub Department of the Ministry of Defense should correspond to an Armed Force of the Republic.

Each Administration Committee of the Ministry of Defense should correspond to an Armed Force Committee of the House of Armed Forces and each Armed Force Committee of the House of Armed Forces should correspond to an Administration Committee of the Ministry of Defense

Each Administration Sub Committee of the Ministry of Defense should correspond to an Armed Force Sub Committee of the House of Armed Forces and each Armed Force Sub Committee of the House of Armed Forces should correspond to an Administration Sub Committee of the Ministry of Defense

(O)
Members of the Secretary Armed Forces Council are appointed by the Prime Minister and should serve a term that expires upon the pleasure of the Prime Minister

(P)
The head of each Armed Force of the Republic should be a member of such Armed Force of the Republic and the Secretary of Armed Forces and the Deputy Secretary of Armed Forces shall be a member of the Armed Forces of the Republic.

(Q)
In regards to what to do, this section of this constitution is created in reference to the Joint Chief of Staff of the United States of America when this constitution is formed and what lead to the success of this dynasty.

This is not part of the constitution proposal, thus, written in a different color.

Most countries are afraid of the military becoming too powerful, during wartime, leading to military coup and dictatorship later. Image China or Russia invade Australia. During the Australia Defense War, we form an Australia Defense War Administration Committee, within the Ministry of Defense, charged with administering the defense of Australia in this war. We appoint the General we desire to command the Australian Forces in this war, to be the chairman of this administration committee. The President order necessary troops to assist this administration committee in the defense of Australia. By doing so, the chairman of this administration committee is commanding forces defending Australia in this war, but the military won’t become too powerful, due to by becoming an administration committee chairman, he is no longer a soldier and the committee only get to command these military forces via the orders for these Armed Forces to assist the committee, not an order for these Armed Forces to be under the committee’s command
