(A)
The
symbol of the Prime Minister and Office of the Prime Minister, should be Horus,
the ancient Egyptian god of Sky and Kingship.
(B)
The
Prime Minister is the Head of the Republic
(C)
The
Prime Minister is the Commander in Chief of all Armed Forces of the Republic
and all Armed Forces of the Local Governments of the Republic
(D)
The
Prime Minister of the Republic shall hold his office during the Term of four
Years and together with the Deputy Prime Minister of the Republic, chosen for
the same Term, be elected.
(E)
When
the Prime Minister is absent the Deputy Prime Minister shall serve as Acting
Prime Minister.
(G)
When
the Prime Minister position is vacant the person serving as Deputy Prime
Minister shall become the Prime Minister and he should seize been the Deputy
Prime Minister, upon becoming the Prime Minister.
(H)
No
person who has been elected as Prime Minister of the Republic twice shall be
candidate for such position and upon becoming such candidate, he shall declare
to the electoral commission of the Republic whether he is a citizen of the
Republic by birth or naturalize and if he is a citizen by naturalize, he shall
declare to the electoral commission of the Republic his nation of birth and
whether he hold citizenship to such nation. Subject to above, all people can be
elected as Prime Minister of the Republic and Deputy Prime Minister of the
Republic, if
1. He is a current citizen of the Republic by birth for over
twenty years or
2.
He is a current citizen of the Republic by naturalize for over
twenty-five years and hold no citizenship to his birth nation or
3.
He is a current citizen of the Republic by naturalized for over thirty
years
And
if
1.
He got no criminal record by the Republic or State or Senior District of the
Republic.
2.
He is over the age of forty
But no person who does not meet these criteria can be elected as Prime Minister of the Republic or Deputy Prime Minister of the Republic
(I)
The
Prime Minister of the Republic and Deputy Prime Minister of the Republic shall
be directly elected by citizens of the Republic and all citizens of the
Republic age seventeen or over, with no criminal record, can vote, each of such
citizen got one vote and each vote is equal in worth, but no person who is not
a citizen of the Republic can vote.
A
pair of Prime Minister of the Republic and Deputy Prime Minister of the
Republic candidate shall register jointly and be listed as a pair on the
ballot. The pair that receives the most votes shall be elected.
The
election is hold, within one year and at least three months, before the term of
the previous Prime Minister of the Republic and Deputy Prime Minister of the
Republic expires.
(J)
Unless
been charged with treason, the Prime Minister and the Deputy Prime Minister
should not stand trial.
(K)
Whenever
the Deputy Prime Minister position is vacant, the Prime Minister should propose
three candidates to the Senate and the Senate should elect one of the
candidates to become the Deputy Prime Minister, for such remaining term.
(L)
During
martial law, the Senate can elect the Prime Minister and Deputy Prime Minister,
on behalf of the citizen of the Republic, if the Prime Minister and the House
of Representative belief electing directly by the citizens of the Republic, is
too difficult to imply under the circumstances, but once the Prime Minister,
Deputy Prime Minister, House of Representative or Senate think that is no
longer the case or if martial law has ended, the power of electing the Prime
Minister and Deputy Prime Minister shall be return to the citizens of the
Republic. The Senate cannot elect the Prime Minister and Deputy Prime Minister
on behalf of the citizen of the Republic unless it is during martial law and it
is less than six months, till the term of the current Prime Minister and Deputy
Prime Minister expire.

The Prime Minister should be assist by the Office of the Prime Minister, which is headed by the Chief of Staff of the Office of the Prime Minister.

The Prime Minister should have a board of adviser headed by the Chief National Adviser

To determine major national security policy, the Office of the Prime Minister should include the "Republic Security Council".

clause of this constitution is created in reference to the National Security
Council of the United States of America and the Republic of China 中華民國 (Taiwan),
when this constitution is been formed.

Before
taking office as the Prime Minister, Deputy Prime Minister or Acting Prime
Minister he shall take the following oath "I do solemnly swear that I will
faithfully execute the Office of the Prime Minister of the Republic of
Australia and will to the best of my Ability, preserve, protect and defend the Peace, Harmony and Justice of the Constitution of the Republic of Australia, so Help me Horus."

In
regards to what to do this chapter of this constitution is created in reference
to the Constitution of the United States of America, the Republic of Korea 대한민국 (South
Korea) and the Republic of China 中華民國 (Taiwan), in regards to how the President and the
Vice President is elected, when this constitution is created, it is also
created in reference to the election of the Consuls of the Roman Empire during
the Republic era and what lead to the success of these dynasties.
Constitution Proposal (Chapter 3: Parliament of the Republic and Legislative)
(A)
Currently, the Prime Minister and Deputy Prime
Minister positions are not recognized by the Australia constitution that merely
say the ministers of the Commonwealth must be a member of Parliament and
appointed by the Governor General, meaning the Prime Minister according to the constitution
is merely a minister.
(B)
The reason Australia is currently struggling to
having a good and stable government is due to the Two-party system, because
1.
Despite technically speaking a Prime Minister is not a President, Australia’s
Prime Minister play the role of both a Prime Minister (The chief minister of
national administration) and a President/King/Emperor (The Head and Chieftain
of a country)
2.
It limits the candidate that can run for the office of the Prime
Minister, to two (leader of the left or right side of the House of Representative)
3.
The person serving as Prime Minister can be removed at pleasure, by
his side of the House of Representative. Despite this system got an advantage
of allowing the removing a crappy Prime Minister, it also can lead to a bad and
unstable government, due to power struggle, corruption and incompetence,
evidence by, when Kevin Rudd was been replaced, a main reason is because he refuses
to share power, with MPs.
Because, the Prime Minister of Australia already
play the President role, the idea is to simply make the Prime Minister, a
President in practice, referencing the US system in regards to how the
President is elected (but instead of using the electoral college like the US,
have the President elected via popular vote, such as Taiwan) Because
1.
Under the Two-Parties system, you must firstly,
a.
Be elected as an MP, then
b.
Be elected as leader of left or right side of the House of
Representative and
c.
There can only be two candidates
Such limitation is unnecessary. In the US, any US
citizen by birth, over the age of 40, with no criminal record can run for
office and allow an unlimited number of candidates, hence allowing a
significant greater variety of candidates. In Australia, this article believes
these people make good Prime Ministers
a.
Penny Wong (but cannot run, due to not been a member of the House of
Representative)
b.
Wayne Swan (but cannot run, due to not been the leader of his side
of the House of Representative)
c.
Bob Carr (but cannot run, due to not been a member of the House of
Representative)
d.
John Symond (founder and former CEO of Aussie Home loan, but cannot
run, due to not been a Federal MP)
e.
Mark Bouris (founder and CEO of Wizard Home loan, but cannot run due
to not been a Federal MP)
f.
Lionel Lee (CEO of retail chain Bing Lee, but cannot run due to not
been a Federal MP)
In the last US President election, with exception of Hilary Clinton
and Donald Trump, there was 8 more candidates including
Gary Johnson (Libertarian Party)
Jill Stein (Green Party)
Evan McMullin (Independent)
Darrell Castle (Constitution Party)
Rocky De La Fuente
James Hedges (Prohibition Party)

increase the chance of having good candidate, in comparison to Australia where
candidates are limited by the Two-Parties system, a complete unnecessary
