Sub Section: 8.5: Murder, Manslaughter and Missing Person

To ensure a Murder, Manslaughter and Missing Person case is properly conducted the following should be put in practice

(A)
When there is a murder case or manslaughter case, there should be at least four independent Department involved in the investigation, including

1. A Department investigating such murder case or manslaughter and conducting any arrest deem necessary case
2. A Department responsible for conducting autopsy.
3. A Department responsible for conducting crime scene investigation and
4. A Department responsible for conducting forensic.

(B)
Within the trial of a murder case or manslaughter case, there should be four independent reports from four independent authority, including

1. An investigation report from such department investigating the case and conducting any arrest deem necessary
2. An autopsy report from the Department responsible for conducting autopsy
3. A crime scene investigation report from the Department responsible for conducting crime scene investigation and
4. A forensic report from the Department responsible for conducting forensic.

(C)
Within a murder trial and manslaughter trial, the Judge should have four advisers, including an investigation adviser, an autopsy adviser, a crime scene investigation adviser and a forensic adviser, such adviser should be independent from the Departments involved with the investigation.

(D)
A missing person case should remain upon until the person has been found whether it is dead or alive. After the missing person has been found, if the missing person is dead, the case should become a murder investigation or manslaughter investigation. But, it should not become a murder investigation or manslaughter investigation, unless a dead body of the missing person has been found, on the ground that a lack of autopsy, forensic and crime scene investigation evidence increase the chance of an innocent person been found guilty of a crime he commit and if the missing person assumed to be dead is actually alive, the missing person could be in danger or distress, not excluding the possibility of been victim of under ground sex trafficking.
