Since the introduction of the Government cabinet
system, there is always one Chieftain (Title: usually President, King, Emperor)
and one Chief National Administration Minister (Title: usually Prime Minister,
Chancellor, Secretary of State) To the best of this article’s knowledge, the
cabinet system emerged in Asia, around 221BC and continue to be perfected,
until the Qing Empire (Manchuria) that conquer China, Taiwan, Mongolia, Tibet,
Xian Jiang and Eastern Russia in the late 17th century, to secure
their power, abolished it and all Federal Executive Government authority and
responsibility was given to the Office of the Emperor, which is another reason
why since then Asia start deteriorating and even got surpass by Europe, by the 19th
century.
This article does not know when the cabinet
system emerged in the west. The US cabinet system emerged soon after the
established of the Republic, with the establishment of US State Department, by
President George Washington, originally just like Qing Empire, US had no
cabinet and all authority and responsibility of executive government belong to
the office of the President, finding this not practical, President George
Washington, introduce the cabinet system to the US and established the US State
Department, with the Secretary of State as the Chief National Administration
Minister. European countries (and Japan and Thailand) that use constitution
monarchy system, after the Age of Enlightenment, the National administration
become independent from the Chieftain. Australia, most unusual, the Prime
Minister, play both the role of the President (Chieftain) and Prime Minister
(Chief national administration minister).
If becoming a Republic, it is better to let the
Prime Minister be the Chieftain and have another national administration
minister, call the Chancellor as Chief national administration minister, so the
Prime Minister only need to focus on the big picture, much like an US Presidents
can leave the day to day national administration to the Secretary of State and
focus on the big picture.
Because Australia is currently a country where
the Prime Minister hold the administration authority to the country, it is
better to model after nations such as US, where the President hold the ultimate
power to national administration, despite the Secretary of State is the highest-ranking
national administration minister.
