Section 4.1: House of Administration

(A)
The symbol of the House of Administration shall be the ancient Egyptian Goddess Seshat, the goddess of wisdom, knowledge and writing and daughter of Thoth and Ma'at.

(B)
The power of the administration of the Republic shall be vast upon the House of Administration, it should be administer by the Minister of State, when the Minister of State is absent administer by the Acting Minister of State

(C)
The House of Administration should be compose of the Minister of State, the Deputy Minister of State, the Ministry of Finance and State Affair (戶部), the Ministry of Foreign Affairs and Public Education (禮部), the Ministry of Defense (兵部), the Ministry of Justice (刑部), the Ministry of Human Resource and House Internal Affair (吏部) and the Ministry of Public Service and National Infrastructure  (工部)

Each Ministry can have various Department and Administration Committee and each Department can have various Sub Department and Administration Sub Committee

Such Officer administering a Ministry, Department or Sub Department should be known as a Minister. Such officer administer an Administration Committee or an Administration Sub Committee should be known as a Chairman.

(D)
The officer appointed to administer a Ministry of the House of Administration should be a candidate appointed by the Prime Minister or the Acting Prime Minister and should serve a term that expire upon the pleasure of the Prime Minister and Acting Prime Minister.

(E)
The officer appointed to administer a Department, Sub Department, Administration Committee or Administration Sub Committee should be a candidate proposed by the Minister of State or the officer appointed to administer the Ministry, such Department, Sub Department, Administration Committee or Administration Sub Committee belongs to and approved by the Prime Minister.

But if it is to the pleasure of the Prime Minister, he can be a candidate proposed by the officer appointed to administer the Ministry, such Department Sub Department, Administration Committee or Administration Sub Committee belongs to and approved by the Minister of State.

(G)
The Law of the Republic set all Administration Committee, Administration Sub Committee, Department and Sub Department of the Republic. But if it is during a State of Emergency, the Prime Minister, can set any Administration Committee or Administration Sub Committee that he deem fit, but such Administration Committee or Administration Sub Committee should be dissolved upon the State of Emergency ended.

(H)

The Senate reserve the right to question the Minister of State, Deputy Minister of State and Ministers that is Administering a Ministry, the Chairman of the Senate set such meeting

The House of Representative reserve the right to question Ministers and Chairman administering a Department, Sub Department, Administration Committee or Administration Sub Committee, the Speaker of the House of Representative set such meeting.

The Prime Minister and the Acting Prime Minister reserve the right to question the Minister of State, Deputy Minister of State, Ministers and Chairman of the House of Administration, the Prime Minister set such meeting, in the absent of the Prime Minister, the Acting Prime Minister set such meeting.

(I)
The criteria to serve as the officer appointed to administer a Ministry of the Republic or Local Government of the Republic should be the same as a Senator

The criteria to serve as the officer appointed to administer a Department, Sub Department, Administration Committee or Administration Sub Committee of the Republic or Local Government of the Republic should be the same as a Congressman.

This is not part of the constitution proposal, thus, written in a different color.

To the best understanding of this article, most modern cabinet system follows a two levels system, under the Chief national administration minister (usually title, Chancellor, Prime Minister or Secretary of State), you have one level of government and another level subject to it. (E.g. in the US, under the Secretary of the State and the State Department, you got the Justice Department and some other Departments Subject to the Justice Department you got the FBI and the US Marshal Service)

However, this article believes the 3 levels system used in ancient China during the Tang dynasty (618AC~907AC) Song dynasty (960AC~1276AC) and Ming dynasty (1368AC~1644AC) is better for large nation such as Australia.

Reason for a three levels cabinet system is, unlike today with advance transportation and telecommunication, allowing the President and Ministers to freely and quickly travel and communicate with the entire country, this wasn’t the case, during those days. Today only when the President is oversea, would the Vice President serve as Acting President, back then, whenever the Emperor is not in the capital, the Crown Prince must act as Acting Emperor and the Emperor need to present decree to government, to inform them, he will not be in the capital, before leaving. Usually, the Emperor send ambassadors to provinces outside the capital, rather than going himself, due to his need to stay in his post. Federal Ministers also cannot leave the capital at will. Today, with better transportation and telecommunication technology, a 3 levels system can argue to be unnecessary and the modern 2 level system, such as that in the US is sufficient. However, this article still believes the ancient Chinese 3 level system is better, for large nations, especially considering, the modern 2 level system might not work so well, without the reliance of modern transportation and telecommunication system (e.g. what if a foreign country invades Australia or a major nature disaster such as tsunami hitting the entire east coast of Australia and all transportation and telecommunication network is down) More than 3 level, in the opinion of this article, is too many levels.

When westerners think of ancient China to be extremely powerful, you are usually thinking about the Tang dynasty (618AC~907AC) Song dynasty (960AC~1276AC) and Ming dynasty (1368AC~1644AC) and western record from the time speak very highly of it, especially with the Ming dynasty that have official contact between governments. Ming dynasty is also well documented by missionaries send by the Catholic church to try convert Chinese, they spoken very highly of the Ming dynasty and so overwhelm by Ming’s prosperity the missionaries ended up converting to Confucianism and Buddhism and try spreading Confucius ideology back to the west. Until the collapsed of the Ming dynasty due to civil war and the Manchurians take the opportunity to sucker punch them, this country control 2/3 of the world economy. Its previous Song dynasty control 80% of world economy of its time and while the Mongolia Empire conquer Middle East within 8 years and Russia in 3 years, its war with Song dynasty China lasted from 1235AC ~1279AC, forty four years, it was recorded the Song won over 70% of battles, but due to a lack of good horses, the Chinese needed to rely heavily on their slow moving infantry and fire arms, while the Mongols with some of the best horses of the time, had fast mobile cavalry and been from Asia, also got fire arms, forcing the Songs to focus on defend.

Europe did try to conquer China during the 17^th century, just like they try to conquer Africa and America, but due to been way more powerful, Europeans suffer massive defeat in every military engagement and the British avoid fighting with Asians, until the 19^th century. Despite some people think Europe hold dominance in Asia during that time that is actually a misconception construct by something expert refer to as Selective Representation, misleading people to a false view, by only selecting certain information, for example, some people focus on Spain control the South China Sea for a while, during the 17^th century, but neglect the fact, right after Spain seized control of it, Ming government first send an envoy warning them to get out and when that failed, the Ming navy declare war on Spain and pushed them out of the South China sea in one single decisive battle. It is much like 500 years in the future, people try to paint a false image that the Taliban dominate America during the early 21^st century by only revealing info about their successful September Eleven attack, but withhold all info on the US invasion of Afghanistan and Iraq later.

The economic policy of colonial age Europe was more in coalition with fascism economy of Hitler with economic gain via conquering, Asia’s policy was to open normalize trade relationship with foreign nations and when its own national security or trade interest is threatens, protect foreign nations, from the threat, similar to what the Americans are doing today (E.g. when Portugal try to invade Malaysia after its civil war, Ming army reinforced the crippled Malaysia army and successfully pushed Portugal forces out and when Japan invaded Korea in 16^th century, Ming send over two hundred thousand troops, to reinforce the Korean army) Failing to conquer China and its allies for many times, force Europe to change its policy in Asia, from conquering to creating normalized trade relationship. By the time Europe surpass Asia in the 19^th century, trade has long replaced fascism as the primary way of European economy, until its revival in WW2.

It should be important to note, until the late 20^th century, white supremacists were able to hold great influence and control over western politics and white supremacists doesn’t like anything that undermine the concept of “white race is the master race”, so, would try to use Selective Representation to help sustain that view, by trying to push it out of mainstream record.

The Qing dynasty (1644~1912) that ruin China and let Europeans surpass it, is also the dynasty that abolished the cabinet system, fearing the ministers getting too powerful and influential and threaten the Emperor’s power.
