Section 6.2: Territories

(A)
The Government of each Territory should be a City Council, Shire Council or Regional Council.

(B)
Such City Council, Shire Council or Regional Council, its government should only have an Executive branch and a Legislative branch but got no judicatory authority. 

(C)

The power of the Executive government of such City Council, Shire Council or Regional Council, should be vast within its Mayor and should have one Acting Sub Department of Administration subject to it, such Acting Sub Department of Administration should be administer by an officer proposed by the Mayor and agreed upon by its Parliament.

(D)

The power of the legislative branch of a City Council, Shire Council or Regional Council is vast in its Parliament, which should consist of its Mayor and a House of Representative.

(E)

Such Mayor should be a candidate elected by citizen of such Province or District living upon such territory. All of such citizen age sixteen or older and got no criminal record got the right to vote, each vote is equal in worth, the candidate that receive the most votes is elected, but no person who is not a citizen of such District or Province or is in violation of criminal law by the Republic got the right to vote.

(G)
The number of Territory within

1. a Senior District should be at most forty-eight
2. a State District should be at most twenty-four
3. a Province District should be at most twelve

(H)
The number of Province District and Territory combined

1. within a Level One Province should be at most thirty-six
2. within a Level Two Province should be at most twenty-four

(I)
Subject to above each Territory must got an area size over 50km2 and got over ten thousand citizens of the Republic

(J)

Subject to above, there must be a Territory per area size that is over 30km2 in area size and  got over one hundred thousand citizens of the Republic.

The number of members of the House of Representative for each City Council, Shire Council or Regional Council should be twelve, with at least one representative from per Suburb of the Territory.

(K)
The criteria to become a Mayor or member of the House of Representative of a City Council, Shire Council or Regional Council, is the same as been a member of the House of Representative of the Republic.

(L)
Symbol of a Territory is the ancient Egyptian god Bas and his spouse the ancient Egyptian Goddess Tawaret, the god and goddess of protection from evil and to scare off evil spirits, with an emu standing to their left and a kangaroo standing to their right, as their honor guards or the East Asia god Tudigung 土地公and his wife the goddess Tudipo 土地婆, the protector of people upon a local territory, with an emu standing to their left and a kangaroo standing to their right, as their honor guards
