Constitution Proposal (Section 6.3: Suburb and Neighborhood) Edition 2

(A)
Subject to above, territory of each Suburb Council, Shire Council and Regional Council is over 5km2 in area size with over one thousand citizens of the Republic.

(B)
Subject to above, there must be a Suburb for per territory of a Council that got over ten thousand citizens of the Republic and is over 30km2 in area size.

(C)
The Government of a Suburb, should be the Suburb Executive Committee. Such Government should only have an Executive branch and cannot have Legislative or Judicatory authority. The Executive power such government should be vast upon the Chairman of the Suburb Executive Committee.

(D)
The Chairman of the Suburb Executive Committee should be elected by the citizen of such District or Province living within such Suburb, age sixteen or older, all of such citizen that is age sixteen or older and got no criminal record got the right to vote, each vote is equal in worth, the candidate that receive the most vote should be elected. Such Chairman should serve a term that is four years till expired.

(I)
Subject to above, territory of each Neighborhood Executive Committee is over 0.5km2 in area size, with over one hundred citizens of the Republic and such Neighborhood Executive Committee should be its government, such government should only include an executive government and have no judicatory or legislative authority, the power of the Executive Government is vast on the Chairman of the Neighborhood Executive Committee. 

(J)
Subject to above each territory of a Suburb that got over one thousand citizens of the Republic and is over 3km in area size should have an Neighborhood Executive Committee, if it is not already a part of a Neighborhood Executive Committee. The Neighborhood Executive Committee is the government of the Neighborhood, such government should only have an Executive branch and got no legislative or judicatory authority.

(K)
The Chairman of the Neighborhood Executive Committee is appointed by the Chairman of the Executive Suburb Committee

Chief of such Suburb Council, Shire Council or Regional Council, such territory is a part of, he holds an office that expires upon one year or until he no longer lives on such territory. 

(M)
The requirement to be elected as the Chairman of the Suburb Executive Committee or to be appointed to be the Chairman of the Neighborhood Executive Committee should be same as the criteria to vote to elect the Chairman of the Suburb Executive Committee. The Chairman of the Suburb Executive Committee and the Chairman of the Neighborhood Executive Committee should be commissioned by the City Council, Shire Council or Regional Council of the Territory that Suburb belongs to.
