Sub Section 6.1.1: State, District and Province Citizen

(A)
All citizen of the Republic can be the citizen of a State or Senior District, but no person who is not a citizen of the Republic can be the citizen of a State or Senior District of the Republic.

But no person can be the citizen of multiple State or District and no person who is the citizen of a State can become a citizen of a Senior District and no person who is the citizen of a Senior District can become the citizen of a State.

(B)
All citizen of a State can be the citizen of a Province or State District of such State, but no person who is not a citizen of such State can be the citizen of a Province or State District of such State.

But no person can be the citizen of multiple Province and no person who is the citizen of a Province can become a citizen of a State District and no person who is the citizen of a State District can become the citizen of a Province.
