Constitution Proposal (Section 6.4: Reference) Edition 2

(A)
In regards to what to do this chapter of this constitution observe the success of the local government system of the United States of America and the Republic of China 中華民國 (Taiwan) when this constitution is formed, it also observe the local government system of the Empire of Japan 大日本帝國(1868AC~1947AC), Tang Empire (China and Vietnam 618AC~907AC), Song Empire (China 960AC~1279AC) and Ming Empire (China and Eastern Manchuria 1368AC~1644AC) and what lead to the success of these dynasties.

(B)

In regards to what not to do, this chapter of this constitution observe the problems associated with the Qing Empire  (China, Manchuria, Mongolia, Xinjiang, Tibet, parts of South East Russia, Taiwan and Hainan 1644~1911) as in accordance to Chapter Four, section 4.4 of this constitution. 

This is not part of the constitution proposal which is why it is written in a different color.

The two chapters that talk about local governments within the current Commonwealth of Australia constitution is as following

1.     Chapter Five: The States and

2.     Chapter Six: New States
