(A)
In the following
matters, the Republic Government shall have the power of legislation and
administration
1. Foreign affairs;
2. Republic defense and military affairs concerning Republic defense;
3. Judicial system;
4. Aviation, national highways, state-owned railways, navigation, postal and telegraph service;
5. Republic finance and national revenues;
6. Demarcation of Republic, State and Senior District revenues;
7. Republic-operated economic enterprises;
8. Currency system and Republic banks;
9. Weights and measures;
10. Foreign trade policies;
11. Financial and economic matters affecting foreigners or foreign countries;and
2. Republic defense and military affairs concerning Republic defense;
3. Judicial system;
4. Aviation, national highways, state-owned railways, navigation, postal and telegraph service;
5. Republic finance and national revenues;
6. Demarcation of Republic, State and Senior District revenues;
7. Republic-operated economic enterprises;
8. Currency system and Republic banks;
9. Weights and measures;
10. Foreign trade policies;
11. Financial and economic matters affecting foreigners or foreign countries;and
12. Other matters relating to the
Republic Government as provided by this Constitution
(B)
In the following matters, the Republic
Governments shall have the power of legislation and administration, but may
delegate administration power to the State Governments and Senior District
Governments. The State Government shall have the power of legislation and administration, but may delegate administration power to the Province Government and State District Government. The District Government shall have the power of legislation and administration, but may delegate administration power to the City Council, Shire Council or Regional Council. The City Council, Shire Council or Regional Council shall have the power of legislation and administration, but may delegate administration power to the Suburb Executive Committee.
1. General principles of State, Province
and District self-government;
2. Division of administrative areas;
3. Forestry, industry, mining and commerce;
4. Educational system;
5. Banking and exchange system;
6. Shipping and deep-sea fishery;
7. Public utilities;
8. Cooperative enterprises;
9. Water and land communication and transportation
10. Water conservancy, waterways, agriculture and pastoral enterprises
11. Registration, employment, supervision, and security of tenure of officials in local governments;
12. Land legislation;
13. Labor legislation and other social legislation;
14. Eminent domain;
15. Census-taking and compilation of population statistics;
16. Immigration and land reclamation;
17. Police system;
18. Public health;
19. Relief, pecuniary aid in case of death and aid in case of unemployment;
20. Preservation of articles and sites of cultural value.

The State and Senior District Government shall have the power of legislation and administer the
1. Criminal Law
2. Civil Law and
3. Business Law
of such State or District
(E)
The Province and State District Government shall have the power of legislation and administer the
1. Civil Law and
2. Business Law
of such Province or District
(G)
The Province District shall have the power of legislation and administer the Business Law of such District
(H)
With respect to the various items enumerated in the preceding paragraph,
1. The States Government and Senior District Government may enact separate legislation, provided these are not in conflict with Republic legislation,
2. The Province Government and State District Government may enact separate legislation, provided these are not in conflict with Republic legislation or State Legislation
3. The Province District Government may enact separate legislation, provided these are not in conflict with Republic legislation, State Legislation or Province Legislation
4. The City Council, Shire Council and Regional Council, may enact separate legislation, provided these are not in conflict with Republic legislation, State Legislation, Province Legislation or District Legislation.
whether such legislation is in conflict with
1. the Republic legislation should be determined by the Republic High Court.
2. the State legislation should be determined by the State Supreme Court
3. the Province legislation should be determined by the Province Supreme Court
4. the District legislation should be determined by the District Principle Court

This constitution defines
1. Citizenship Law as the legislation which defines the rights and obligations of citizenship within the jurisdiction and the manner in which citizenship is acquired as well as how citizenship may be lost.
2. Criminal Law as legislation dealing with what is a criminal offense and its punishment
3. Civil Law as legislation dealing with private matters that is not of criminal offense and does not fall under the category of Citizenship Law or Commercial Law.
4. Business Law as legislation dealing with matter of business and trade
The Parliaments of the Republic and local Government of the Republic should create legislation that serve the purpose of peace, harmony or justice, but cannot create legislation that violate the principle of peace harmony and justice.

The Republic define the principle of Peace to be not causing harm to others, with the exception defending against those who initiate harm, initiate disturbance to good order or initiate to take advantage of other

The Republic define the principle of Harmony to be not causing disturbance to good order
(M)
The Republic define the principle of Justice to be not taking advantage of others, with the exception of defending against those who initiate harm, initiate disturbance to good order or initiate to take advantage of others
(N)
The Republic define the principle of ethic to be the principle of Peace, Harmony and Justice.

This Chapter of this constitution is created in reference to the Constitution of the United States of America and the Republic of China (Taiwan)
